In order to get one within Apex, you're simply going to have to get lucky, as they drop randomly within Apex packs.

The percentage to get an Heirloom in a pack currently stands at 1 in every 500 Apex packs.

Yes, you read that right. So if you open 500 Apex packs, you're going to get one, but it'll cost you a decent bit of money!
